Statement was delivered on March 25, 2009 at the UN Headquarters in New York, during the morning session.

Mr. President, the EU commends the initiative of the President of the General Assembly to organize this Interactive Thematic Debate to debate the current economic and financial crisis and its impact on development. The current situation is often compared with crisis of the past, including the Great Depression of the thirties. In our view, tackling the global economic and financial crisis is one of the most important challenges the world has faced in recent times. A global crisis requires global responses. Coordinated and timely action is necessary to put the global economy back on track towards recovery.

Let me now make five remarks on the support that the EU extends to developing countries in responding to the crisis:

Number one : The EU will promote global development as part of the solution to the global crisis and a basis for peace and stability, because support for development is an essential and integral part of the solution to the global crisis.

Number two: The global crisis cannot be an excuse to water down our aid commitments. We will honor our pledges to increase development assistance. Reaffirm commitment to deliver on the Millennium Development Goals. Meet aid-for-trade pledges and give duty-free and quota free-access to least developed countries. Let me also say a few words about the Official Development Assistance. ODA is key to help developing countries reduce poverty and reach the MDGs. ODA alone, however, will not be enough. Aid effectiveness as well as speed of delivery, flexibility of response and predictability of aid are also crucial.

Number three: We need to make full use of other official sources of financing, such as export credits and investment guarantees as well as development-oriented support in the areas of research and technology, peace and security, migration and climate change. Enhance the effectiveness and coordination of instruments and resources.

Number four: Enable Multilateral Development Banks to help counter the effects of the crisis in developing countries, particularly as regards the poorest and most vulnerable populations."

Number five: The global response to the crisis should include support to sectors that rapidly create employment and promote long-term economic recovery in developing countries, such as infrastructure, agriculture and renewable energy). It is important to prevent and limit job losses and negative social impact of unemployment.

Mr. President, let me conclude by stating that the current crisis is not only a challenge, it is also an opportunity for the whole mankind to act globally, in a coordinated way, as G-192.
