Phytosanitary Matters

Plant health, like veterinary issues, is closely linked to food safety. Therefore, the European Union attaches considerable importance to this area.

Phytosanitary issues can be broken down into two sub-sections: ‘harmful organisms’, which includes the system of measures to prevent the introduction and spread of harmful plants and plant products, and ‘plant protection’, which sets out the regime for the placing on the market and use of plant protection products. Plant health also covers seeds and seedlings, rights to plant varieties, genetic resources and residues of pesticides.

The Czech Presidency coordinates the common position of the Member States for the sessions of the Commission on Phytosanitary Measures (CPM), governing the implementation of the International Plant Protection Convention (IPPC) within the FAO. We also anticipate intensive work on common positions and documents in readiness for talks with the Russian Federation and other third countries to address any problems regarding trade in plant products in connection with the World Trade Organization (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement). The Czech Presidency will continue the consultations on the review of the phytosanitary system, launched by the French Presidency.

The Czech Republic does not intend to open any new issues concerning plant protection products. The Czech Presidency will continue consultations on the new regime for the life cycle of plant protection products, which follows from the thematic strategy on the sustainable use of pesticides.
