The Czech Presidency’s priorities in the field of culture and audiovisual arts build on the 18-month programme of the French, Czech and Swedish Presidencies.

In particular, the Czech Presidency will focus on implementing the European Agenda for Culture and the Work Plan for Culture 2008-2010. The Czech Republic promotes the following priorities:

  • improved conditions for the mobility of artists and other professionals in the field of culture;
  • the promotion of society’s access to the arts, especially by supporting cultural heritage, cultural tourism, cooperation in the field of artistic education and a greater mobility of collections.

Based on the Slovenian Presidency’s initiative, possibilities to create a supportive environment for permanent intercultural dialogue will be discussed.

In the framework of the European Year of Creativity and Innovation 2009 the Czech Republic will focus on creativity as a topic – links between the creative industry, the economy, civil society and the use of art and culture in education.

Digitisation of cultural content

Another of the Czech Republic’s priorities is the digitisation of cultural content, the aim of which is to preserve cultural heritage as a source of fundamental EU values and European cultural and linguistic diversity, and access to such records via the European Digital Library. This process can also be applied in tourism or education, thus increasing competitiveness and growth in accordance with the Lisbon Strategy.

The Czech Republic will place an emphasis on creating national strategies of digitisation and national strategies of long-term digital document storage to be pursued by EU Member States, as well as assessments of the implementation of these strategies.

Following up on the European Agenda for Culture, the Czech Presidency will encourage a general discussion on culture and the benefits of cultural and creative branches in relation to achieving the Lisbon objectives.

The Czech Presidency will continue negotiations on the European Heritage Label project, stressing the European dimension and the European value of the label’s nominees.

Protection and Promotion of Cultural Heritage

The Czech Republic will conduct informal discussions on a wide range of topical issues relating to the protection and promotion of cultural goods: following further development of the “European Heritage” project;  preventing the loss of cultural values;

  • comparing systems to ensure the protection of cultural goods at the national level;
  • exchange of individual countries’ experience of the protection of cultural goods against crime within the system of European and international cooperation.

Audiovisual art and media

In the area of audiovisual art, the Czech Presidency is ready to continue debates on strengthening the stability of the environment of newly emerging methods for the dissemination of audiovisual content. Depending on the results, activities will be aimed at raising awareness of the legal offer of services, prevention of and fight against piracy and understanding commercial communication messages. Spreading knowledge is considered an important instrument for reaching these objectives, on the EU and Member States level, as well as by various stakeholders.
